Roskomnadzor has developed a procedure for maintaining a register of bloggers with 10 thousand subscribers
Roskomnadzor (RKN) has developed a procedure for creating and maintaining a register of personal pages in social networks and instant messengers with an audience of more than 10 thousand users. The register is proposed to include user data, telephone numbers, email addresses, and the computer's IP address, according to project document developed by RKN.
According to the proposal of RKN, the following information will be included in the register:
- the name of the personal page and its address on the Internet (this information will be publicly available);
- for individuals - full name (for foreign citizens - country of residence); for legal entities - name of the organization, organizational and legal form, registration number (for foreign organizations - country of registration, tax identifier); for individual entrepreneurs - full name, registration number;
- phone numbers and email addresses used to create the page;
- The IP address of the computer from which the user registered on the social network.
The specified information can be submitted using a form on the RKN website or by email. Within seven days, the agency will check its accuracy and then make a decision on including the user in the register. In the event of any changes to the data, the user will be required to notify RKN.
On August 8, Russian President Vladimir Putin signed a law requiring social media users and owners of messenger channels with an audience of more than 10,000 people to undergo verification and submit data about themselves to the RKN registry. Owners of pages and channels whose information is not included in the registry will not be able to post ads or collect donations. All social media users will be prohibited from posting publications from unverified pages. The law will come into force on November 1, 2024.
