Russian citizens who are registered in a psycho-neurological dispensary, as well as those who have been diagnosed with the human immunodeficiency virus, will not be affected by the mobilization.
On September 21, Russian President Vladimir Putin delivered an address in which announced about the beginning of partial mobilization in the country. According to him, first of all, those who have served in the ranks of the armed forces, have certain military specialties and relevant experience, are subject to conscription. Later in the Omsk region revealed cases of serving subpoenas to cancer patients and students. The heads of Yakutia, Sevastopol, Buryatia and the Vladimir region also spoke about violations during the mobilization of citizens.
