RBC: The Ministry of Defense proposed to change the law on participation in peacekeeping missions

The Ministry of Defense proposed to expand the categories of the military who can voluntarily participate in Russian peacekeeping missions. In particular, conscripts will receive such an opportunity. The department has already prepared a corresponding bill, reports RBC.
Now, according to the law, only contract servicemen can take part in a peacekeeping mission on a voluntary basis, and they must undergo special training. The bill assumes that military personnel sent to participate in peacekeeping missions can be recruited “on a voluntary basis by military personnel who have undergone preliminary special training.” All military personnel, including conscripts, fall under this wording.
According to the explanatory note, the initiative will help Russia “to expand its ability to attract military personnel sent to participate in peacekeeping activities.” It is proposed to make this rule retroactive, that is, to extend its effect to legal relations that have arisen since August 15, 2022.
RBC’s source in the government assured that conscripts will be able to participate in peacekeeping activities only after serving for at least six months and after undergoing special training. The bill has been coordinated with the Ministry of Internal Affairs, the Ministry of Emergency Situations, the FSB, the FSO, the SVR, the National Guard, and the President’s Main Directorate for Special Programs. The conclusion of the Ministry of Justice says that the initiative does not contain internal contradictions.
Russia is currently participating in two peacekeeping missions – in Transnistria and in Nagorno-Karabakh. After Azerbaijan blocked the Lachin corridor connecting Armenia and Nagorno-Karabakh in December, the Armenian authorities accused the Russian peacekeeping contingent is inactive. Russian Foreign Ministry called this criticism is unacceptable. Armenian Prime Minister Nikol Pashinyan expressed concern about the activities of Russian peacekeepers.
