The Kremlin hosted the signing of agreements on the annexation of new territories to Russia. The federation will include the Donetsk and Lugansk People’s Republics, Zaporozhye and Kherson regions. The documents were signed by President Vladimir Putin and the heads of the pro-Russian administrations of the subjects – Evgeny Balitsky, Vladimir Saldo, Denis Pushilin and Leonid Pasechnik. All of them were previously part of Ukraine. Now four treaties must be ratified by the State Duma and the Federation Council.

Earlier, the heads of the pro-Russian authorities of the territories controlled by the Russian army arrived in Moscow to sign the agreements. From 23 to 27 September in the regions passed referendums on joining Russia, following which, according to the data of the pro-Russian authorities, over 87% of voters in all four constituent entities voted in favor. Russia recognized the DPR and LPR on February 22 as independent territories. Also as independent territories on 29 September were recognized Zaporozhye and Kherson regions.

World community (including EU countries, USA and Turkey) do not recognize the legitimacy of the voting results and do not regard past electoral events as referendums.
