Putin ordered to come up with additional protection from scammers - Kommersant
President Vladimir Putin gave instructions following meetings on economic issues held on August 22. In particular, the government and the Central Bank (CB) should consider additional mechanisms to combat the theft of funds by fraudsters, including the introduction of a “cooling off period.”
The full list of instructions is published on website Kremlin. Mr. Putin also instructed:
- provide the ability to appoint an authorized person to confirm the transfer of funds from bank accounts;
- inform borrowers about the conclusion of a loan agreement and its terms, as well as the possibility of canceling it during the “cooling period”, through the State Services portal;
- inform pensioners and families with children receiving social benefits about the possibilities of carrying out extrajudicial bankruptcy procedures, including from the State Services portal;
- establish requirements for the content of advertisements for services related to supporting a citizen’s bankruptcy procedure;
- give the Central Bank the opportunity to limit the share of risky consumer loans, the obligations of which are secured by collateral of a motor vehicle, in the total volume of loans.
As Kommersant found out, it is planned to allocate more than 6 billion rubles to a unified state platform for combating fraud on the Internet. from the budget. All banks, telecom operators and digital platforms can enter it, and the Ministry of Digital Development will become the operator. Experts point out that the creation of such a system carries risks of concentration of critical information.
