Petersburg deputies will propose to the State Duma to introduce fines for walking dogs without a muzzle

Deputies of the Legislative Assembly of St. Petersburg plan to apply to the State Duma with a proposal to introduce fines for walking potentially dangerous breeds of dogs without a muzzle. The parliamentarians supported the initiative in the first reading at a meeting on March 22, a Kommersant correspondent reports.

The initiative was initiated by United Russia deputies Andrey Ryabokon, Alexei Makarov, Anton Solovyov, Andrey Gorshechnikov and Denis Chetyrbok. It follows from the draft that individuals in the absence of a muzzle on a potentially dangerous dog must be fined up to 3 thousand rubles, officials – up to 15 thousand rubles, and legal entities – up to 30 thousand rubles.

Currently, there are 12 breeds on the list of potentially dangerous dogs, including Akbash, Ambuldog, Brazilian Bulldog, Bully Kutta, Bulldog, Alapah Thoroughbred, Wolf Dog, Bandog, Wolf Dog Hybrids, Gul Dong, Pit Bull Mastiff, and the North Caucasian dog.

Deputy from the Yabloko faction Boris Vishnevsky asked the authors of the initiative how often legal entities walk their dogs. In response to this, Mr. Ryabokon replied that this could apply to “dog hotels”, which provide walking services. At the same time, the leader of the New People faction, Dmitry Pavlov, proposed limiting the city law to reduce the time for consideration of the proposal. Deputy Mikhail Amosov proposed not to vote for the initiative, because, in his opinion, the law needs to be improved. The project was supported by 40 parliamentarians.
