Yes, there is a directive of the General Staff of the Russian Federation signed by its chief Valery Gerasimov on fathers with three children. And she should have, in theory, been in all the military enlistment offices of the country for a long time. But the trouble is that somewhere this document is valid, but somewhere it is not. It turns out that everything depends on the human factor – the human qualities of individual military commissars on the ground? But it shouldn’t be like that.

At the same time, a month ago, State Duma Chairman Vyacheslav Volodin solemnly announced on his Telegram channel that the issue was supposedly finally resolved. He stated that this topic was discussed with the Ministry of Defense: “The answer is unequivocal: fathers of three or more children should be exempted from mobilization.” He also wrote that more than 9,500 such fathers were returned to their families, they were recalled from military units. “It is important that the draft commissions be guided by the directives of the Ministry of Defense and the General Staff,” Volodin said, assuring that State Duma deputies “will ensure control.”

And the day before, on October 18, Nina Ostanina, the chairman of the State Duma Committee on Family, Women and Children, who is the main fighter for exemption from the mobilization of fathers with three children under 18 years old (as well as for deferrals for two more categories), reported in her telegram -channel: “United Russia” refused to support amendments to defer mobilization for fathers of large families and fathers of children with disabilities.

The other day Ostanina spoke about the situation with three amendments. On two of them, the ice broke, but on the fathers with three children things are still there.

“The Council of the State Duma officially submitted two of my bills for consideration in parliament,” Ostanina said on November 21. – The first one is about granting a deferment from mobilization to citizens who have a single parent. The second is about granting a deferment from mobilization to citizens who have a disabled child (regardless of the number of children in the family). Their boiler is on the street, and in order to fire the stove, you need to go out into the yard, throw in firewood, wait until it flares up … Then every half an hour, monitor the pressure so that there is no explosion. How can this be combined with a sick child, from whom the mother cannot leave?

“It can be compared to the fact that when a child learns to walk, parents support him from all sides. I cannot move away from him, because the attacks begin suddenly. He may fall and hit something. When he eats, he may suddenly fall face down into the plate and choke. Seizures also occur at night. The husband worked two days a day, two days a night (as an operator at an oil refinery), so he could spend enough time with the child. The two of us were easier to deal with. I could at least catch my breath sometimes. It’s even very difficult for me to wash a child alone, we always washed him together with my husband …

I don’t work, I had to quit because of my son. But it’s not about the money! We have them. It’s hard to be alone with a sick child. Sergei is already in the combat zone. There is no connection with him. And I don’t know what can happen to him before January, when they are going to consider this bill … Some people offer to take their son to a rehabilitation center, but if they were offered this, would they hand over theirs? Evgenia cries. “Even if I myself fail to return my husband, I will still support these amendments so that other sick children do not have their dads taken away …

As for the amendment regarding the fathers of three children, Nina Ostanina said that the State Duma Committee on Defense refused to consider it. “While the directive of the General Staff is in force, they consider it unnecessary to change anything in the law on mobilization in favor of families with three children,” Ostanina wrote.

– We have three children, a son is 10 years old, a daughter is 11 and the youngest is a year and 11 months old. On September 25, our dad was called up, – mother Yana Baibakova from the city of Gulkevichi, Krasnodar Territory, told MK. – My husband Denis Baibakov is 33 years old, he worked as a welder at the factory. He served in the army, but in the railway troops. I do not work, I sit with the little one. My children and I were fully supported by my husband. I have been trying to get my husband back since September. Where did I go! They sent us a letter that they give him a reprieve. I called the administration of Krasnodar to find out if he was on the lists, but he was not there. In Gulkevichi, they told me that one more certificate was missing – about the composition of the family, and yesterday I handed it over to the military commissariat. They drive me from one to another, I no longer know who to believe! They will return, probably, when the SVO is over …

– We have three children, one of them, a 12-year-old son, is disabled, hardly speaks, is home-schooled (residual brain encephalopathy). The husband is in the war zone, no one is going to let him go, ”Tatyana Sofronova from the Mukhorshibirsky district of the Republic of Buryatia told MK. – We live in the village, we have a large farm, I have to be constantly next to a sick child. I’m also taking care of my old mother… It’s hard without a dad. When I went to the hospital with my son, my husband stayed with other children; when I myself was in the hospital, he stayed with his son. He works alone, we are all dependent on him.

There is an instruction from the Ministry of Defense that those who have disabled children must be returned. But nothing is done locally. My husband was called on September 22. He is 45 years old, had no combat experience. We wrote everywhere. They also addressed directly to the commander of the unit, who oversaw the issues of mobilization and dispatch to the NVO zone. Appeals eventually went down to the military commissar of the Republic of Buryatia A. Trubnikov, from whom there were answers that there were no violations. The unit commander told us that a mobilized person could not be early dismissed. Now we have re-applied with all these answers to the General Staff and the State Duma Committee on Defense …

Ekaterina from Dolgoprudny has three small children (7, 5 and 3 years old), and her husband, moreover, is not healthy enough to serve (he has multiple protrusions, two hernias, spondylosis, etc.). He has so far managed to avoid mobilization – they got a human commissar. Treated with understanding. Catherine’s husband was released. But in the future, they cannot be sure of anything, and therefore Ekaterina, together with other mothers, created an initiative group, and they are trying to convey information about their situation to the deputies who voted against this amendment. Basically it is “United Russia”.

“We ask that they now adopt amendments to Article 18 of the Federal Law on mobilization, providing a deferral for fathers with three children, as well as those with two children and a pregnant wife. I read the stories in the group and see: fathers of three children and fathers of disabled children are not allowed to go. Replies come in relation to the directive of the General Staff, that, they say, this is the right of the military registration and enlistment office, that is, at its discretion, and not an obligation.

A member of the board of the All-Russian public organization “Committee of Soldiers’ Mothers of Russia”, reserve lieutenant colonel of justice Vadim Zhernakov explained to MK what the catch was: “We have a law on mobilization, and the order of the General Staff is a by-law. There is a contradiction between the law and the bylaw. Accordingly, the mobilization commission can be guided by both the one and the other. Therefore, it is necessary to amend Federal Law No. 31 on mobilization.”
