Mishustin announced support for the development of domestic software

The Government of the Russian Federation supports the development of domestic software (SW) to achieve self-sufficiency of domestic digital solutions. This was announced by the Prime Minister of the Russian Federation Mikhail Mishustin during a speech in the State Duma with a report on the work of the government in 2022.

“We have strengthened the support of our developers in order to ensure the self-sufficiency of domestic digital solutions on behalf of the president,” he said.

Mishustin noted that almost 80% of foreign solutions already have domestic counterparts. He added that in 2023 the launch of pilot projects for the introduction of Russian computer-aided design systems at the largest enterprises will be fully completed.

The Prime Minister recalled that the Cabinet of Ministers provided soft loans for IT companies, and also exempted them from tax audits. In addition, in the next two years, enterprises may not pay income tax. As a result, the number of accredited IT companies has grown, Mishustin noted. He specified that in 2022, sales of products and services in the industry increased by 22%.

At the end of February the government expanded list of IT companies that can receive state accreditation. Mishustin noted that now these companies can “apply for state support measures.”

In 2022, the government introduced benefits for IT professionals working in accredited companies. The presence of a company in the register of the Ministry of Digital Transformation gives it the right to claim tax benefits, insurance premiums, etc., and also provides its employees with a deferment for conscription into the army, including as part of partial mobilization. In addition, such companies can receive preferential loans for the implementation of digital technology projects.
