A sign of fictitious documentation, in particular, is that the automatic systems did not fix the car in the area of ​​​​the maintenance point. If the check confirms the violation, the diagnostic card will be canceled. More than 25,000 cards have been canceled since the beginning of the year, the Ministry of Internal Affairs reported. Participants of technical inspection urge the police to increase the volume of checks.

The use of cameras to detect illegally issued diagnostic cards (DC) was reported to Kommersant at the press center of the Ministry of Internal Affairs. Electronic cards, we recall, are issued based on the results of passing the technical inspection in the information system of technical inspection of the EAISTO Ministry of Internal Affairs. A mandatory attribute is a photo of the car and a technical expert at the maintenance point. A number of companies draw up a DC for a car without visiting instrumental control points using photomontage.

As part of the fight against fraud, the traffic police checks the cards and cancels them if it finds violations. From January 1 to September 19, Kommersant was told in the Ministry of Internal Affairs, more than 25 thousand cards were terminated. The police clarified that within three days after the decision to cancel the recreation center is made, the owner of the vehicle is notified about this. Without a card, it is impossible, in particular, to re-register a car or register changes to the design. Cancellation is accompanied by the transfer to the courts of materials under Art. 14.4.1 of the Code of Administrative Offenses “Violation of the requirements of legislation in the field of maintenance” in relation to the operator (fines up to 300 thousand rubles). In the future, the traffic police will also be able to disconnect scammers from EAISTO, a draft government decree has already been prepared (“Kommersant” reported on it).

Decisions to cancel, the Ministry of Internal Affairs said, are confirmed by “necessary evidence”, which include, among other things, “an analysis of the records of CCTV cameras or automatic recording of offenses, according to which the vehicle at the time of the technical inspection was in a place different from the location of the MOT point” . The algorithm of actions of inspectors can be judged by the published decisions of the courts. For example, in the Tver region, inspectors in 2022 checked the DK issued for a number of cars. On the day of the inspection, no cars appeared on the territory of the region, as evidenced by the data from the cameras. Operators were fined. Kommersant found similar court decisions in the Lipetsk and Tula regions.

The data of Rostransnadzor are also used to identify fake technical inspections, Kommersant was told in the Ministry of Internal Affairs. “At the request of the Ministry of Internal Affairs, we can provide information about the location in a certain period of a bus or a freight vehicle carrying dangerous goods, based on data received from the GLONASS system,” Rostransnadzor explained to Kommersant. For trucks and buses, we recall that MOT is required.

Cards are also canceled in other cases, follows from the explanations of the Ministry of Internal Affairs. The grounds may be, among other things, “an explanation of the owner of the vehicle and a technical expert”, as well as “the results of a forensic study of photographic images that have signs of modification (“Photoshop”)”. One of the court decisions mentions a case in the Leningrad region, when inspectors checked the recreation center for a “loaf” (UAZ-452): the photograph had traces of editing, there was no expert in the picture, the inspection itself lasted only a minute, and at the place of registration of the recreation center, as shown field inspection of the traffic police, there was no inspection point at all. As a result, the operator was fined by the court for 200 thousand rubles, follows from the court decision issued in early August.

The cameras make it possible to record the passage of vehicles through the boundaries of the complexes, says Grigory Shukhman, an expert on photo and video recording systems. “Comparing the information from the cameras located on the road to the maintenance point and the data on photographic fixation at the point itself, it is possible to cut off those cars that managed to get to the inspection bypassing the cameras,” he explained. “Or to identify cars that could not be at the inspection because at that time they were passing in a different place.

The lack of information about the movement of the car cannot be proof that the car did not come for inspection, says Ivan Kekin, head of the technical inspection point in the Krasnoyarsk Territory (operator of Mars LLC). It is possible that the cameras are simply not enough, the expert draws attention, the system does not “see” all the cars. Mr. Kekin also believes that 25 thousand canceled out of 15.5 million issued since March 2021 (it was then that the legislation in the field of maintenance was changed) diagnostic cards are a drop in the ocean. “Unfortunately, the work carried out by the police does not stop the crooks in any way, but rather inflames their excitement,” Ivan Kekin sums up. Yaroslav Vasichkov, head of the non-profit partnership of diagnostic stations “Security and Transport”, says this: “In order to have an effect, hundreds of thousands of cards must be cancelled.”
