On February 1, the rules for certification of electric scooters and unicycles began to work in Russia: the speed of personal mobility aids (SIM) is limited to 25 km/h, the function of automatic deceleration in parks is mandatory. These and other restrictions laid down in the GOST that came into force have long been implemented by kicksharing operators. However, there is still nowhere to get the corresponding certificate.

The SIM must pass tests, including a test of impact strength by analogy with car crash tests. Wiring, brakes, seat, footrest, wheels, markings, reflectors, batteries and other items are also checked. Requirements for instructions, packaging and charging are fixed.

The main players in the kicksharing market have already implemented most of the restrictions laid down in the standard (speed limit, deceleration in parks, etc.), although de jure their SIMs are certified according to the requirements of another document - the technical regulation "Electromagnetic Compatibility of Technical Means". “The new GOST was discussed with the manufacturer, all new scooters will comply with it,” Urent told Kommersant. Ninebot (the main supplier of kicksharing scooters) did not respond to Kommersant's request on Wednesday.

“Scooters of short-term rental services already meet all the requirements of GOST - this is the main condition for obtaining a permit to work in the city,” Kommersant was told in the metropolitan deptrans. “Therefore, no additional benefits are planned.”

“It is not yet clear who can carry out certification, the mechanism itself is very new,” says a Kommersant source in the kicksharing market. The standard requires appropriate equipment, which even large companies do not have, another source says. On Wednesday, Rosaccreditation was unable to report whether there are now testing laboratories in Russia accredited to work according to the new GOST.

Electric scooters or unicycles capable of accelerating faster than 25 km/h (Yandex.Market offers more than 250 such models) must be certified as a moped or motorcycle, but this is also a recommendation.

A number of companies importing powerful SIMs told Kommersant earlier that they were exploring the possibility of certifying certain powerful models as mopeds.

“The standard is intended to become the basis for the introduction of procedures for mandatory confirmation of the compliance of electrical means of individual mobility, which will lead to an increase in the safety level of the operation of these devices,” Sergey Anikeev, deputy director general of the Federal State Unitary Enterprise NAMI, said earlier.

Another important document in the field of regulation of electric scooters will come into force on March 1: it is about amendments to the rules of the road. Separate rules are introduced for SIM users, depending on the age of the rider. Only adults over 14 years of age will be allowed to drive to the edge of the carriageway, provided that the speed of cars on this street is limited to 60 km / h, and a headlight or lamp, brakes, a sound signal and retroreflectors are installed on the SIM, while there is no bicycle or bicycle path or other skiing infrastructure. Fines from 800 to 1.5 thousand rubles will be applied for violation of the rules, and the police will monitor this.
