The Governor of the Perm Territory submitted to the Legislative Assembly of the region a draft amendment to the Territory’s charter, abolishing the limitation on the term of office of the head of the region. In the current version of the charter, the governor can be elected for no more than two consecutive terms.
As stated in the explanatory note, this decision is connected with the entry into force of the federal law “On the General Principles of Organization of Public Power in the Subjects of the Russian Federation.” This law establishes the duration of one term of office of the head of a subject of the Russian Federation at five years, but does not prohibit the heads of subjects of the Russian Federation from being re-elected more than twice in a row.
Dmitry Makhonin also proposed equating the status of the post of head of the administration of the Perm Territory with the position of deputy head of the region. According to the explanatory note, the equalization of positions is connected with the settlement of the issue of the temporary performance of the duties of the governor.
As specified in the text of the draft, in the event of illness, vacation or business trip of the governor, the head of his administration is appointed as the acting head of the region. He has all the powers of the governor, with the exception of the right to propose changes to the Charter of the Perm Territory and the right to dissolve the legislative assembly. And about.
