Kazakhstan delays Russian trucks with goods from the EU

Kazakhstan began to detain Russian trucks carrying goods from the border with the European Union (EU), reported “Izvestia” in the Association of International Road Carriers (ASMAP). Eight road trains of Russian carriers have already been detained, documents have been confiscated from drivers, ASMAP said.

We are talking about transit transportation, when trucks from the EU are taken out by a European company, and on the border with Belarus, the road train is coupled onto trucks of Belarusian or Russian organizations. On September 12, the Ministry of Transport of the Russian Federation sent a letter to the Ministry of Industry and Infrastructure Development of Kazakhstan, in which it complained that three companies had problems: Avtotransit and SV-Trans from Smolensk and the logistics operator Trasko. These carriers are planned to be fined approximately €3,000 each.

According to the Ministry of Transport, Kazakhstan requires from Russian drivers permits for goods issued to a European carrier. However, companies from the EU and the Russian Federation do not exchange documents, and this rule itself contradicts the provisions of agreements on international auto communication, ASMAP noted. The Ministry of Transport considers the demands unfounded and asks Kazakhstan to cancel them and release the detained trucks.

Trasko told Izvestia that two road trains of the company were detained, the amount of claims against them is about 200 thousand rubles. Mikhail Palkov, deputy general director of Trasko, said that the organization had suspended transportation from third countries to Kazakhstan. ASMAP also recommended that Russian companies refrain from shipping to Kazakhstan for the time being.

Since 2017, there has been a ban on recoupling for all foreign carriers in Kazakhstan. In June, the government of Kazakhstan temporarily suspended a ban on reattaching containers to Russian and Belarusian tractors. This measure was introduced until January 1, 2023.
