Kalyapin and Litvinovich did not get into the PMC


The founder of the Committee against Torture, Igor Kalyapin, as well as the politician and journalist Marina Litvinovich, were not included in the public monitoring commissions of their cities. This was reported by Eva Merkacheva in Telegram. According to her, "none" of the human rights activists and journalists who applied to the PMC were accepted.

As Eva Merkacheva said, the following did not get into the PMC of Moscow:

  1. Chairman of the first PMC of Moscow Valery Borshchev, member of the Moscow Helsinki Group.
  2. The founder of the Committee against Torture (recognized as an NGO-foreign agent) Igor Kalyapin. According to Mrs. Merkacheva, no one from the team of the Committee against Torture was included in the PMC.
  3. Ivan Melnikov, Vice-President of the Russian branch of the International Committee for the Protection of Human Rights. He wanted to go to the previous composition of the PMC of Moscow, but was also not allowed.
  4. Director of the Moscow Helsinki Group Svetlana Astrakhantseva.
  5. Journalist and human rights activist Marina Litvinovich.
  6. Journalist and human rights activist Zoya Svetova
  7. Professor of Moscow State Pedagogical University Alexander Safoshin.
  8. Journalist Boris Klin, RT correspondent.
  9. Human rights activist Lyubov Volkova.

Rotations in the PMC took place in 44 subjects. "b" spoke with current members of the PMC and applicants who applied for the first time. They expressed fears that the new composition of the commissions would include mainly people loyal to the authorities.

The PMC was established in 2008 to monitor the observance of human rights in places of detention. POCs operate in all regions. The PMC includes from 5 to 40 people, the exact number is determined by the regions. Members of the PMC can be nominated by registered public organizations that have been operating for at least five years. Parties, religious associations, as well as NCO-foreign agents cannot nominate members to the PMC. The composition of the PMC is approved by the Council of the Public Chamber.
