In the Moscow region, from January 2025, foreigners will be banned from working with patents in the fields of sports, culture, leisure, healthcare and education. The ban will also affect the sale of alcohol and tobacco, street food in non-stationary trading facilities and social services, reported Press service of the regional government.
The planned changes were discussed at a meeting between Governor Andrei Vorobyov and heads of city districts. Deputy Chairman of the regional government Natalia Maslenkina said that complaints about migrants working in the trade sector have grown significantly over the past three years. According to her, after the ban is introduced, the number of patent holders who will be replaced will be 5.6 thousand people. She believes that "economically this can be compensated by our compatriots", as well as citizens from the EAEU countries.
"We would like to join 22 regions that have introduced a complete ban on work under patents. In addition, we would like to propose limiting the work of migrants under a patent in the street food sector in non-stationary trade facilities, in social areas: sports, work, leisure, as well as health care, social services and education. Here, high-quality knowledge of the language is most important, because this is work with the population. Plus, this measure will help minimize potential conflicts," Ms. Maslenkina is confident.
Every foreigner must obtain a special patent to work in Russia. Both the migrant and the organization that employs him/her are responsible for its absence. A foreigner faces a fine of 45-50 thousand rubles for violation, a legal entity - from 800 thousand to 1 million rubles, or suspension of activities for a period of 14 to 90 days.
Several Russian regions and cities have already introduced restrictions on the work of migrants in various fields. Sevastopol migrants were banned from working in healthcare, education, housing and utilities and more than 70 other sectors. Krasnoyarsk region from March 2025 they will be prohibited from working under patents in taxis, alcohol and tobacco trade. Leningrad region From August 19 until the end of 2024, regional carriers are prohibited from hiring foreigners to work as taxi drivers.
