Ministry of Culture of Stavropol Krai published a shortened program of events for the celebration of the Day of the Region on September 14. It did not include a performance by the singer Shaman, whose fee is 15 million rubles. The decision was made following a vote among residents, which was launched by the Governor of Stavropol Krai Vladimir Vladimirov.
On September 3, Vladimir Vladimirov suggested that residents of the region “minimize concerts” and leave only the traditional program for autumn holidays: Region Day, City and District Days. Telegram channel He asked residents whether they would support this initiative. A little more than 31 thousand people voted. 81% of them chose the option: "It's not time for big holidays, entertainment events should be cancelled, programs should be cut."
“Taking into account the opinions of the people, I instructed the Ministry of Culture of the region to revise the program of events and present its updated version on Monday,” reported Vladimir Vladimirov September 7. The shortened program, which runs from 8:00 to 17:00, includes exhibitions, a choir performance, a play, a charity event, and a gala concert of the regional cultural project.
According to registry state purchases, Shaman's fee for the planned performance in Stavropol is 15 million 300 thousand rubles. On August 30, the head of the State Duma Committee for the Protection of the Family, Nina Ostanina, called for "not stripping local and regional budgets bare" in the context of the special operation. According to her, the Stavropol Regional Philharmonic, from whose budget the performance was financed, "is not the most well-off budgetary cultural institution," and funds for such concerts should be allocated from the federal budget.
At the end of August, Shaman performed at the City Day in Orenburg. His fee was 16 million rubles. State Duma Deputy Speaker Vladislav Davankov, in a letter to Prime Minister Mikhail Mishustin, commenting on the organization of such events, proposed introducing a maximum level of regional government spending on concerts — 1 million rubles. The funds saved, the deputy emphasized, can be used to support residents of border regions forced to evacuate.
