In Russia, the organization of illegal migration may be classified as a particularly serious crime.
A bill was introduced to the State Duma that proposes to classify the organization of illegal migration as a particularly serious crime. The document is available in the Duma’s electronic database, writes RIA Novosti.
The authors of the initiative were State Duma Chairman Vyacheslav Volodin, leaders of all parliamentary factions and deputies.
The explanatory note states that the bill involves the addition of Article 322.1 “Organization of illegal migration” with a new part 3, which will classify the organization of illegal migration as a particularly serious crime if it is committed by an organized group or for the purpose of committing serious crimes on the territory of Russia. This is punishable by imprisonment for a term of eight to fifteen years, as well as a fine of three to five million rubles or the equivalent of the convicted person’s income for a period of three to five years.
In addition, the bill introduces new qualifying criteria for organizing illegal migration, including committing a crime to conceal another crime, using fake documents and destroying identity documents using the Internet. Criminal liability for crimes related to fictitious registration of foreign citizens and stateless persons is also being increased. It is proposed to introduce stricter sanctions for document forgery if it is carried out by an organized group or in order to facilitate the commission of other crimes.
