According to the Federal Penitentiary Service, the number of prisoners in Russian correctional institutions and pre-trial detention centers decreased by 32.9 thousand people in 2022, which is comparable to the reduction that took place in 2019-2020.

“As of January 1, 2023, there are 433,006 people in the penitentiary system,” the statement published by the Federal Penitentiary Service says. At the same time, as of January 1, 2021, about 466 thousand people were kept in colonies and pre-trial detention centers. In 2019 and 2020, according to the agency, the number of prisoners decreased by about 40 thousand people annually.

Explaining the reason for such changes, the Federal Penitentiary Service recalls the practice of “widespread use of alternative punishments, without imprisonment”, as well as the liberalization of penitentiary policy” and the humanization of legislation.
