It follows from the document that it is impossible to sell alcohol at a distance of 300 m from the territories adjacent to the locations of the preliminary collection points for citizens of military commissariats, as well as at a distance of 1 km from the Novosibirsk Higher Military Command School. The decree is valid for the period of partial mobilization announced in Russia.

Partial mobilization held in the country from September 21 by decree of President Vladimir Putin. On September 27, the first group of mobilized from the Irkutsk region was sent to Novosibirsk for training before being sent to the war zone in Ukraine.
