Candidates for municipal deputies in the Voikovsky district of Moscow, Alisa Filyukova and Nikita Ilyin, arrived at the Public Headquarters for elections and demanded that they be given the source code in order to monitor the progress of electronic voting. They refused to give out the code.
How informed co-founder of the municipal platform “Nomination” Mikhail Lobanov, the source code for encryption, access to which the candidates demanded, contains a program code, a voting form, a ballot and cryptographic libraries. According to him, without access to this data, it is impossible to observe the DEG. Mr. Lobanov said that the possibility of obtaining the code was guaranteed on the website of the Moscow Mayor.
After refusing to issue the code, Alisa Filyukova and Nikita Ilyin met at the Public Headquarters with Artem Kostyrko, deputy head of the Moscow Department of Information Technologies, who is in charge of the DEG. However, he also refused the candidates’ demand. Mrs. Filyukova filed a complaint with the Public Headquarters.
As reported on site project “Independent Public Monitoring”, for professional monitoring of the course of the DEG, specialists are given source codes for decoding voting data. With the help of them, experts check the compliance of the system with the declared documentation and fix its possible deviations.
