Today, September 15, by decision of the government commission in the Primorsky Territory, a state of emergency at the federal level is introduced. The decision was made due to the need to combat flooding and eliminate other consequences of super typhoon Hinnamnor. The elements raged in the region for a little more than two days and, according to preliminary estimates, managed to cause damage in the amount of more than 4 billion rubles. Because of the typhoon, according to the press service of the regional government, five people died.

The Government Commission for the Prevention and Elimination of Emergency Situations and Ensuring Fire Safety decided to introduce an emergency regime at the federal level in the Primorsky Territory, informed on Thursday, the press service of the Ministry of Emergency Situations of the Russian Federation. The meeting of the commission was held on Thursday, September 15, under the chairmanship of the head of the Ministry of Emergency Situations of the Russian Federation Alexander Kurenkov with the participation of the Governor of Primorye Oleg Kozhemyako. The reason for the decision was the disastrous situation that developed after the passage of a powerful super typhoon Hinnamnor.

Hinnamnor collapsed in Primorye on September 5, the opening day of the Eastern Economic Forum, and lasted two days. The monthly norm of precipitation in half of the districts of the region was exceeded by 50%.

In the village of Chisinau, the element claimed the life of a local resident. The area named after Lazo, where this village is located, according to the governor, received the most powerful blow. The death toll from the typhoon later rose to five. This was reported by the press service of the regional government. In the Kievka River, the water level rose by more than one and a half meters overnight. Downpours flooded 991 houses, 1072 household plots, 34 bridges were damaged by floods. 49 settlements were cut off from road communication.

The rains in the region stopped on 7 September. On the 9th, the head of the region turned to Minister Alexander Kurenkov with a request to introduce a federal emergency regime due to the scale of the damage. By that time, a local emergency regime had been introduced in six municipalities of Primorye.

The Governor of the region Kozhemyako reported on “the strongest violations operation of objects of transport infrastructure, energy, housing and communal services and agriculture”.

“According to preliminary data, the total amount of damage is almost 4 billion rubles, the amount is still being specified,” the head of the region said. It took only three days for the decision of the government commission.

Recall that in July the emergency regime was requested by the authorities of the Khabarovsk Territory, where significant areas of the taiga were burning. However, then the relevant department took almost a week to study the situation and evaluate it. But the decision itself followed only after connecting neighboring Yakutia, where forests were also burning, and the smoke of the Khabarovsk taiga reached Yakutsk.

In the meantime, forecasters note the approach of another typhoon. Muifa covered the territory of Japan today and is approaching the southern regions of Primorye. The main precipitation is expected in the province on Saturday. On Sunday, the typhoon will leave the region.
