Roskomnadzor may obtain the right to collect data on all mobile subscribers on a single information base, which it can subsequently sell to banks. About it informed Forbes with a link to a copy of the new amendments that were made to the bill already registered in 2018.

The bill, which provides for the creation of an information system for checking information about a mobile subscriber, was submitted to the State Duma in July 2018 by deputies of the lower house, headed by Anatoly Aksakov, current chairman of the State Duma committee on the financial market. In the first reading, the document was adopted in March 2019.

The purpose of this bill is the fight against telephone fraudsters, as well as the simplified identification of bank customers using phone numbers. The amendments will make mandatory registration of end-users of SIM-cards not only for corporate clients, but also for private subscribers.

According to the text of the document, operators will have to upload data on the correctness of the number, passport data, SIM cards, as well as information about the facts of its replacement and the fact of connection, deactivation of the call forwarding function, etc. into this system. Banks will be able to receive this information for a fee, they will be prohibited from entering into direct contracts with telecom operators to provide data for scoring (customer assessment system).

The amendments were discussed at a meeting of the RSPP Communications Commission on May 29. It was also attended by representatives of telecom operators, Mintsifra, Yandex, and others. The RSPP Commission, in its preliminary response to the document, warned of the risk of increased leaks amid the emergence of additional intermediaries. According to Irina Levova, director of strategic projects at the Internet Research Institute, Roskomnadzor could cost about 400-500 million rubles to improve its subscriber data verification system.
