The head of the DPR, Denis Pushilin, recalled that from September 23 to 27, a referendum will be held in the republics of Donbass on the issue of their inclusion in the Russian Federation. “Personally, I have no doubts about its outcome – we have been waiting for this since 2014. That is why we need to deal with personnel, as they say, already yesterday, ”he said. And the head of the LPR, Leonid Pasechnik, urged “today to think about the revival of the economic power and greatness of the Lugansk region” and promised that the winners of the competition “will be offered responsible positions in the system of government of the republic.”

Competitions in the DPR and LPR will be based on the model of the Leaders of Russia competition, which has been held since 2017 under the supervision of the Presidential Administration of the Russian Federation. Speaking at the opening ceremony, First Deputy Head of Administration Sergei Kiriyenko expressed the opinion that the Donbas competitions, organized “on the direct instructions of the President” of the Russian Federation, may not even become a “social lift”, as in Russia, but a “social rocket”, since the need of the DPR and LPR in qualified managers is very high. At the same time, the active military will also be able to participate in them, for which it is possible to apply under a simplified procedure, Mr. Kiriyenko said.

According to Anton Serikov, executive director of the competitions, registration of participants is already underway, and those who fulfill “all the conditions of the first stage within the specified time frame will be admitted to the next, remote stage of the competitive selection.” Applications are accepted from persons at least 20 years old with at least a year of management experience and “connection” with the LPR or DPR (born in the region, lived, studied or worked there for at least a year, or close relatives now live there). The finalists will be included in the personnel reserve of the respective republic, and the winners will additionally receive 1 million rubles. for a personally chosen study program in Russia. In addition, participants in a special program for the development of a personnel management reserve based on the RANEPA will be selected from among the winners.

The day before, on September 21, similar personnel competitions started in the Russian-controlled military territories of the Zaporozhye and Kherson regions of Ukraine.

Recall that now a number of leadership positions in the DPR and LPR are occupied by Russian managers.
