“Electronic” technoparks will be paid for infrastructure

For technoparks in the electronics industry, the government subsidizes the costs of building infrastructure and purchasing collective equipment. RUB 7.2 billion will be allocated for this in 2023–2025. Up to 300 million rubles can be allocated for the implementation of one project. per year, for this, technoparks must pass a two-stage selection, and after receiving the funds, they must meet the targets for space occupancy, job creation and shipment of goods of their own production. Experts support the allocation of subsidies, noting that the industry needs ready-made space.

The government is launching a program to stimulate the creation of infrastructure in technoparks in the electronics industry – it is planned to allocate 7.2 billion rubles for this in 2023-2025. As follows from the adopted government decree, funds spent before January 1, 2020 on the design, construction and modernization of infrastructure, the purchase of equipment for collective use and the connection of industrial buildings to engineering networks will be compensated.

Subsidies will amount to 300 million rubles. per year for one project for the creation or modernization of infrastructure, but not more than 60 thousand rubles. for 1 sq. m of the total area of ​​buildings and structures of the technopark. The subsidy will be available to both public and private parks, but the latter is limited to 50% of costs. Among the conditions – the total area of ​​buildings operating or under construction should be more than 10 thousand square meters. m (this is the minimum for such technoparks), and the provision of extrabudgetary investments should be at least 30% of the cost of the project to provide the technopark with infrastructure.

Funds will be allocated after passing a two-stage selection – first, technoparks go through a regional filter, after which they are considered at the federal level. The subsidies themselves are tied to performance indicators; if they are not achieved, the funds received will have to be returned. Among them is the occupancy of the useful area of ​​the technopark at least 50% by 2027 and at least 80% by 2031, the specific volume of shipped goods of own production is at least 20 thousand rubles. per 1 sq. m of the total area of ​​industrial park buildings, by 2031 – at least 30 thousand rubles. Efficiency will also be assessed by the number of jobs created by residents, by 2027 – at least 100 jobs, and by 2031 – at least 200 jobs.

As Prime Minister Mikhail Mishustin noted yesterday at a meeting with his deputies, the measure will create at least 150 thousand square meters. m of new production space and up to 3 thousand jobs. According to Deputy Prime Minister and Minister of Industry Denis Manturov, the program is aimed at “creating design centers, centers for collective design and collective use of pilot industrial equipment.”

Evgeny Protopopov, General Director of T.Park LLC, notes that “a huge number of electronics companies that do not receive benefits from IT companies also need support, primarily in high-quality infrastructure for their growth and development.” In this regard, he believes, the measure is very relevant – the mechanism will create the basis necessary for the start of projects. Maxim Tretyakov, vice-president of the Opora NP Association, agrees with this: “Among electronics companies, there are quite a lot of enterprises that are located in ready-made premises, for example, on the basis of large enterprises that rent out vacant premises.” According to him, such a measure will allow technoparks to provide more equipped premises, which may attract more manufacturing companies, however, he adds, now it is required “high-quality planning of such activities with the involvement of the companies themselves, so that it does not turn out that there are a lot of ready-made premises, but to land no one there.”
