The average accident involving an uninsured car causes twice as much damage to third parties. And the time spent on registration of such accidents increases by 12%.

In Spain, a car owner without OSAGO receives a fine from 601 to 3,005 euros, or from 35,000 to 175,000 rubles. A parked car can be fined. The car is evacuated to a car impound, the payment for which falls on the shoulders of the owner of the car.

In France, an uninsured driver can face a fine of up to 3,750 euros, or 218,000 rubles. The violator can also be involved in community service and deprive of a driver’s license.

No more pleasant punishment for driving without OSAGO awaits drivers in the UAE. In Dubai, a violation is punishable by a fine of 500 dirhams, or 8,200 rubles, while the vehicle is delayed for a week.

An important point – in many countries you do not need to have an insurance policy on hand. For example, the auto traffic police in Spain mentioned above are equipped with cameras that record the presence of insurance. The high level of responsibility of drivers has led to the fact that Spain was in fourth place in the European list of countries where there are fewer accidents.





Insufficiently tangible measures

In Russia, the fine for driving without insurance is 800 rubles and 400 rubles if you pay it at a discount. A few years ago, State Duma deputies proposed increasing the fine to 5,000 rubles or equating it to the cost of an OSAGO policy, but the proposal was ignored.

Since 2020, drivers who have bought an OSAGO policy online can present an electronic version of the policy on their smartphone to the inspector. It takes the inspector more time to check the electronic policy – for this, the traffic police officer must send a request to the insurance company’s system.

Dmitry Davydov is convinced that fixing cars without insurance through cameras is easier and faster. Although the Ministry of Internal Affairs and the Russian Union of Motor Insurers have been talking about combining databases to identify violators for years, today only a traffic police officer can catch a car owner without insurance and issue a fine.

How to curb violators

Author “20 ideas for the development of Russia” proposed several effective measures to educate uninsured drivers:

– The amount of the fine should be tied to the average price of insurance in the region. For example, in Moscow in 2022, the cost of OSAGO is 8,833 rubles, and in Kalmykia, 2,839 rubles. For repeated violation – a double fine;

– Detention of the vehicle until the driver purchases an insurance policy and pays a fine, as well as the costs of evacuation and a place in a car impound;

– Recording of violations by video cameras and automatic process of formation of a fine. At the same time, the fine should not be issued more than once every 20 days, so that the violator could have time to pay the policy.





“The toughening of punishment for the lack of an OSAGO policy is justified. Motorists who are trying to save several thousand rubles on the policy, getting into an accident and being guilty, become owed many times more. At the same time, they cause a lot of inconvenience to the victim, waste his time and nerves. If raising the fine for driving without an OSAGO policy helps to reduce the number of violators on the roads, I’m all for!” – said automotive expert Igor Lanskoy.

The reaction of the authorities

The idea of ​​Dmitry Davydov was sent to the authorities of the Russian Federation. At the beginning of July 2022, a response came from the acting head of the department for working with citizens’ appeals of the Main Directorate of the Ministry of Internal Affairs for ensuring road safety.

In a letter to S.N. Polionovich said that today the Russian Ministry of Digital Development is working on creating a data mart with OSAGO policies of Russian car owners. It is expected that the showcase will be integrated into the Gosuslugi Avto electronic service, so that in the future the driver can present a QR code at the request of the inspector. The code will provide information about the availability of a compulsory insurance policy. Also, according to the official, the increase in fines will not serve as a direct measure to deter violators without an integrated approach.

At the end of July, Dmitry Davydov again turned to the Ministry of Internal Affairs and reminded that 7% of motorists regularly drive without OSAGO in Russia. Of particular concern is the number of taxi drivers with properly executed OSAGO policies: they are only 26.1%.

Due to the insignificant punishment, many drivers do not consider it necessary to spend money on a policy. After a fine of 800 rubles has been issued, the driver can safely continue driving without consequences. The author of the project insists that in the absence of an auto insurance policy, the car must be detained until the purchase and presentation of insurance. In an appeal to the authorities, Dmitry Davydov asked the Ministry of Internal Affairs to initiate a corresponding amendment to the Code of Administrative Offenses.

More than two trillion rubles to the budget annually

The total projected estimate of replenishment of the state budget from the ideas of Dmitry Davydov reaches 2.019 trillion rubles annually. This is more than 8% of the planned annual federal budget.

The replenishment can be compared with the budget of 14 subjects of the Federation at once. For example, in 2022, revenues to the budget of the Belgorod Region will reach 138 billion rubles, the Omsk Region – 132.7 billion, and the Altai Territory – 144.4 billion.

Dmitry Davydov’s promising proposals will lead to a positive economic effect for the country. Project “20 ideas for the development of Russia” involves direct revenues to the state budget, the development of new areas in a number of areas of life, improving the quality of life of Russians, reducing mortality rates, as well as the growth of the socially active population.

The ideas of the author of the project have been published in a number of federal media for more than a year. For the transition to their implementation in practice, the full support of state authorities is important.
