The State Duma on Monday unanimously ratified international treaties on the accession to Russia of the Donetsk and Luhansk People's Republics (DPR and LPR), Kherson and Zaporozhye regions, and also approved four laws on their admission to Russia as new subjects. The atmosphere of the long-awaited holiday did not prevent the leaders of the opposition factions from criticizing the situation when in the country "the whole world is forced to gather mobilized people." In response, the leaders of the State Duma and the United Russia faction (ER) urged their colleagues not to criticize the army, at least publicly.

The plenary meeting of the Duma on October 3 was entirely devoted to the consideration of treaties and bills on the adoption of four new subjects in the Russian Federation, introduced by the president the day before. The hall was attended by the heads of the parliaments of the LPR and the DPR, the heads of the Zaporozhye and Kherson regions.

Projects on the ratification of treaties were presented by Foreign Minister Sergei Lavrov. He noted that the agreements give the right to persons permanently residing in these territories to obtain Russian citizenship with all the rights provided.

The minister also accused the United States of hypocrisy, which claims that Russia "allegedly covers up its attack on a neighboring country with an imaginary threat," and recalled that Washington has never hesitated to use force "under pretexts sucked from the finger in any part of the globe." “So, for example, it was back in 1915 in Haiti, half a century later in the Dominican Republic, when for the invasion it was enough to publicly declare some abstract threats to individual US citizens,” he said. Pavel Krasheninnikov (ER), Chairman of the Duma Committee on State Construction, spoke about some of the procedural subtleties of the entry of new territories into Russia. After that, the deputies still unanimously voted for the adoption in the first reading and immediately in general of four bills on the inclusion of new subjects in the Russian Federation. As in the case of the agreements, about 40 people did not vote, but all of them, as Kommersant was assured in the factions, did not attend the meeting for good reasons. Most of them are on sick leave, including in connection with positive tests for coronavirus, and, for example, United Russia members Adam Delimkhanov and Akhmed Dogaev are on a business trip.

Viacheslav Volodin, in his final commentary, decided to return to the critical speeches of the opposition deputies, warning that these speeches "will be used against us."

The speaker also said that the elections of State Duma deputies from new subjects will be held simultaneously with the election of the next convocation of the chamber (it is scheduled for 2026), but for now he recommended that the factions decide on coordinators in each new region. The meeting ended with applause from the deputies and a long chant of "Ros-si-ya!".

All documents related to the accession of new territories will be considered by the Federation Council on October 4. The Upper House Committee on State Construction discussed the agreements on the morning of October 3 and unanimously recommended that their colleagues ratify them. The head of the committee Andrey Klishas drew attention to the fact that only the DPR and LPR will have the right to establish the state language, "and it will be Russian." In the Kherson and Zaporozhye regions, “there will be no state languages, not because someone does not want to, but because of the constitutional and legal status of the subject,” he added.
