More than 280 billion rubles have been allocated for the preparation of the current heating season, which has almost ended, Irek Fayzullin, head of the Ministry of Construction, said yesterday at a government meeting. As Nikolai Shulginov, head of the Ministry of Energy, added, all planned investment and repair work has been carried out. However, as Prime Minister Mikhail Mishustin recalled, housing and communal services enterprises are “prevented from developing and modernizing equipment” by the accumulated debts to resource supply organizations (RSOs), which need to be reduced. The total amount of debt to the RSO is estimated at 1.4 trillion rubles. We are talking about the debts of both citizens and enterprises. At the same time, as previously emphasized in the Ministry of Construction, most of these debts can be considered bad debts - many of them have been accumulated, for example, by already defunct enterprises. However, the further growth of overdue debts, the Prime Minister stressed, "is unacceptable."

As follows from the materials of the Ministry of Energy for the meeting, the current state of payment discipline, which in many respects (mainly for household debt) depends on the crisis in the economy, remains uneven. Thus, in January-September, the volume of debt in the retail electricity market amounted to 318.6 billion rubles. (which is higher than for the same period last year - 309.2 billion rubles); 219.5 billion rubles is a "delay" for more than a month. Since the beginning of the year, the increase in debt amounted to 29 billion rubles, overdue - 25.3 billion rubles.

According to the Center for Financial Settlements (a structure of the Market Council), the largest amount of debt - 56%, or 176.9 billion rubles, was formed by non-industrial consumers (including housing and communal services enterprises). The population owes 72.8 billion rubles for electricity. (23%), industrial enterprises - 50.8 billion rubles. (16%). In the wholesale electricity market, by the end of September, the debt decreased from 86 billion rubles. up to 74.8 billion rubles. According to the Ministry of Energy, by the beginning of November, the figure had dropped slightly to 73 billion rubles.

The dynamics of debt for heat is heterogeneous, probably due to seasonality: in general, its volume since the beginning of the year has decreased by 44.9 billion rubles, to 180.6 billion rubles. (for the same period last year - 176.9 billion rubles), the delay increased by 11.1 billion rubles, to 148.5 billion rubles.
