IT companies and telecom operators were the first to draw up lists of employees not subject to conscription. The preparation of such papers to Vedomosti was confirmed by several employees of the two largest federal operator companies and two IT structures. Telecom operators serving elements of critical information infrastructure have traditionally had and still have reservations for highly qualified technical specialists, a representative of the federal communications company explained. Moreover, this rule has been in effect since Soviet times, he clarified: “And if a person voluntarily refuses the reservation and falls under mobilization, they will keep their job.”

Compilation of lists of IT-specialists applying for reservations was also taken up by other companies. For example, a bank Dom.RF forms its own list of IT-specialties, “ensuring the continuity of the company’s processes and its activities in the implementation of state programs and development projects,” a representative of the bank’s press service told Vedomosti. Such lists of specialties and employees are available in every large organization, he assures. Currently, Dom.RF has sent letters to the Ministry of Digital Development of Russia and the Ministry of Construction of Russia with a request to provide information on the specifics of the mobilization of IT employees, the bank representative added.
