Dealers are faced with the problem of selling in Russia agricultural machinery of foreign brands that have left the market - for almost a month now it has been accumulating in warehouses and does not reach farmers. Difficulties arose after the transition to electronic passports for self-propelled vehicles (PSM) from November 1. To receive them, dealers must confirm that they are authorized by the manufacturer's brand, although they left the Russian Federation. Passenger cars do not have such problems, but they can arise in other segments of special equipment. The Ministry of Industry and Trade is already working on a temporary procedure for issuing passports for parallel imports.

After the transition from paper to electronic passports for self-propelled vehicles from November 1, foreign agricultural equipment in the Russian Federation was stuck in warehouses, Kommersant was told in the market. The problem is the impossibility of obtaining an electronic passport for a self-propelled vehicle (PSM): the dealer must confirm that he is authorized by the manufacturer, but most foreign companies have suspended work in the Russian Federation or left the market, explained “Kommersant” in the Association of Agricultural Machinery Dealers ASHOD.

The chairman of the board of the association, Alexander Altynov, explains that now agricultural machinery is supplied by dealers from the EU and other countries - in fact, through the so-called parallel import - and confirmation of the "authorization" of the importer has lost its relevance. But without PSM, dealers cannot ship equipment to customers, and it is idle after being imported into the Russian Federation. According to Mr. Altynov, we can already talk about a hundred machines (including tractors and combines).

The very idea of ​​switching to EPSM and abandoning paper passports is a good one, admits Gennady Nepomnyashchiy, commercial director of EkoNivaTekhnika-Holding, but “there were questions about implementation.” Before the transition to electronic passports, customs authorities could issue a document, but now this function has been transferred only to organizations authorized by the Ministry of Industry and Trade, he explains. “As a result, we import equipment, pay duties and fees, including salvage fees, clear it through customs, receive cars, but cannot ship them. Now we have about ten units of equipment, and all these machines were imported for the specific needs of customers - they need them, ”says the interlocutor of Kommersant.

“In fact, these are machines that are either impossible to replace, or possible, but with several others, which requires an increase in the number of specialists – and this is difficult in the current conditions,” explains Gennady Nepomnyashchy. “There are risks of a decrease in the production of farmers and an increase in prices.”

Alexander Altynov adds that some self-propelled vehicles come to the Russian Federation as used vehicles, since they have already worked for a certain number of hours, although in fact this is a new vehicle - like a car with a mileage of 10 km. According to the list of the Ministry of Industry and Trade, only a few organizations are authorized to issue EPSM for used equipment. However, according to Alexander Altynov, these organizations, including FSUE NAMI, report that they do not know the regulations for issuing electronic PSM for used self-propelled vehicles. Kommersant sent a request to FSUE NAMI.

Market participants surveyed by Kommersant do not observe problems with cars imported “in parallel”, for which an electronic vehicle passport has been mandatory issued since 2020. But they confirm that theoretically they can arise for the import of any foreign special equipment through parallel imports.

In total, more than 15 thousand EPSMs were issued for self-propelled vehicles. Of these, 750 units are for imported cars, including 742 units in November, follows from the data of Electronic Passport JSC. According to the order of the Ministry of Industry and Trade, in order to obtain the authority to issue PSM, a copy of the contract "with a foreign manufacturer of the machine is required, on the basis of which the organization performs the functions of a person authorized by the manufacturer."

The Ministry of Industry and Trade explained to Kommersant that “the agreement of the authorized person determines who is responsible for the compliance of a self-propelled vehicle manufactured by a foreign manufacturer with the uniform mandatory safety requirements when it is released into circulation on the territory of the EAEU, including the Russian Federation.” The ministry added that now, together with Electronic Passport JSC, they are working on “the issue of the need to form a temporary procedure for issuing EPSM for products included in the list of parallel imports.”

Dmitry Babansky from SBS Consulting recalls that the point of obtaining confirmation from the manufacturer was to ensure that counterfeit goods were not supplied to the country. He also notes that in some segments, short deliveries of new equipment - especially if this situation drags on - may turn out to be critical due to the lack of Russian analogues.
