After summing up the results of the elections in the regions, the distribution of leadership positions began. On Monday, Saratov United Russia nominated the former mayor of Saratov, Mikhail Isaev, for the post of chairman of the regional duma of the new convocation, and the ex-governor of the region, Valery Radaev, for the post of representative of the regional duma in the Federation Council (SF). In the Kaliningrad region, contrary to expectations, long-term senator Oleg Tkach refused a seat in the Federation Council. The intrigue persists in the Yaroslavl region and North Ossetia, where the Socialist-Revolutionaries claim to get into the upper chamber.

Following the elections to the Saratov Regional Duma, United Russia (ER) received 29 mandates out of 40. On September 19, at a meeting of the regional political council, United Russia nominated the former mayor of Saratov, Mikhail Isaev, as speaker of parliament. He ran in the single-mandate constituency No. 4 against ex-deputy from the Communist Party of the Russian Federation, millionaire blogger Nikolai Bondarenko and defeated him with a three-fold advantage (61.9% of the vote against 20%).

At the same meeting, it was decided to nominate ex-governor Valery Radaev for the post of senator from the regional Duma. Initially, it was assumed that he would go to the Federation Council according to the quota of the new governor Roman Busargin, but in the summer another applicant appeared for this mandate – the then Russian ambassador to China, Andrei Denisov. In order to become a senator according to the quota of the regional Duma, Mr. Radaev had to be elected to its composition on the party list of United Russia.

On September 20, the candidacies of Mikhail Isaev and Valery Radaev will be considered by the General Council of the United Russia, and on September 21, at the first meeting of the new regional Duma, they will be put to the vote of deputies. “The decision will be collegial, open, and therefore completely legitimate,” said the secretary of the regional branch of the United Russia, Nikolai Pankov, recalling that representatives of six parties (all five parliamentary and Motherland) made it to the regional duma.

Mikhail Isaev promised that he “will make every effort to work in the interests of the Saratov people” and called on “all deputies, regardless of party affiliation and life beliefs, to focus on fruitful work.” And Valery Radaev stated that “in order to achieve the tasks of developing the region and improving the well-being of our citizens, coordinated work of all levels of government is necessary.”

As for the senatorial mandate from the executive power of the Saratov region, it was expectedly received by Andrey Denisov, who had already left the post of ambassador. On September 16, immediately after the inauguration ceremony, Roman Busargin gave the diplomat the appropriate powers. On the same day, the new governor of the Vladimir region, Alexander Avdeev, decided on his representative in the Federation Council, delegating the former mayor of the regional center Andrei Shokhin to the upper house.

It should be noted that the head of Adygea Murat Kumpilov was the first to appoint his senator after the 2022 elections, for whose election for a second term the parliament of the republic voted on September 11. On the same day, he extended the powers of the former mayor of Maykop and ex-premier of Adygea Alexander Narolin, who was delegated to the Federation Council in December 2021. This information was confirmed to Kommersant yesterday by the press service of the head of the republic.

But Kaliningrad Governor Anton Alikhanov, who took office at the same time as his Saratov and Vladimir colleagues, had a hitch with the appointment of his representative to the Federation Council. Previously, this post was held by Senator Oleg Tkach with 18 years of experience, and it was planned that he would once again prolong his mandate, but “due to personal circumstances” the politician suddenly abandoned him. As a result, on Monday, Mr. Alikhanov gave these powers to the former vice-premier of the regional government, businessman Alexander Shenderyuk-Zhidkov. The governor’s press service expressed hope that Mr. Tkach would continue to help the region, and his replacement was described as “an effective manager.”

On September 19, two more governors officially took office – Sverdlovsk Evgeny Kuyvashev and Yaroslavl Mikhial Evraev. On September 20, they must decide on their representatives in the Federation Council. According to Kommersant’s information, Mr. Kuyvashev, as expected, will delegate the first vice-speaker of the Legislative Assembly of the region, Viktor Sheptii, there. But Mr. Evraev is still holding an intrigue. Recall that his senatorial trio includes State Duma deputy from A Just Russia – For Truth (SRZP) Nikolai Burlyaev, whose appointment as part of the “pre-election deal” the Socialist-Revolutionaries are counting on (they did not nominate their candidate for governor), the chief federal inspector for Moscow Victor Kostin and Rector of Yaroslavl State University Alexander Rusakov.

Finally, the intrigue remains with the candidates for the posts of speaker and senator in the parliament of North Ossetia. The chairman of the parliament of the previous convocation, Alexei Machnev, was not elected to the new composition, and former senator Alexander Totoonov (ER) claims to replace the current senator Arsen Fadzaev (SRZP). The first session of Parliament will be held on September 22.
