Business asked to introduce cashback for a number of Russian goods and legalize external crypto-settlements


The Institute of the Commissioner for the Protection of the Rights of Entrepreneurs under the President submitted proposals to support business to the President. Among his initiatives are the introduction of cashback for Russian electronics, support for enterprises in the border areas, and permission not to conduct external crypto-settlements. The initiatives are cited in the report “Key Business Challenges Under Sanctions and Structural Transformation in 2023,” which was developed jointly with the business community. RBC.

Among the initiatives presented in the document:

  • state cashback for domestic electronics with Russian operating systems (computers, mobile phones and other household devices);
  • certificates/cashback for part of the cost of Russian light industry products;
  • certificates for low-income citizens for food products of local producers;
  • formation of a regulatory framework for the circulation of cryptocurrencies in Russia for settlements with foreign counterparties and tax non-residents (the status of such transactions must also be determined);
  • provide for the creation of an internal system of mutual settlements or clearing, including the issuance of special digital currencies for these purposes;
  • formulate and normatively consolidate the signs of interdependence and accountability of taxpayers;
  • codify the concept of "business fragmentation" and establish its criteria - for example, illegal tax savings and the presence of a person who controls all subjects of the scheme;
  • introduce tax amendments, fixing that the decision on additional assessment and collection of taxes comes into force only after the expiration of the legal period for judicial appeal (three months after the decision of the appellate instance);
  • allow enforcement measures (blocking of accounts or forced debiting of money) only after the entry into force of the decision of the tax authority on additional charge and collection;
  • to simplify the procedure for some chains of work with the Unified Tax Account, to cancel the declarative procedure for identifying a payment, to consider the possibility of setting several dates for reporting;
  • to additionally support enterprises located in the border areas through temporary subsidies to support employment, including in the enterprises of the tourism industry of Crimea;
  • to subsidize increased payments for property insurance in border areas;
  • to simplify the access of small enterprises to the state defense order (SDO), as well as to exclude unreasonable prosecution of executors of the SDO.

Prime Minister Mikhail Mishustin saidthat the number of business inspections in Russia in 2022 has dropped to a historic low. According to him, last year they were held 340 thousand times. Business Ombudsman Boris Titov complainedthat the volume of administrative fines in the economy last year increased by 1.8 times.
