Since October 2022, almost 1.5 million residents of the regions annexed to the Russian Federation have received Russian passports. This was announced by Prime Minister Mikhail Mishustin at a strategic session on the development of new territories.

“It is important that all their residents feel the real changes taking place in cities and towns, see that streets and houses are gradually being restored, living conditions are improving, there is an opportunity for education, professional activity,” the prime minister said (cited by the press service governments).

On September 30, 2022, President Vladimir Putin included the DPR, LPR, Zaporozhye and Kherson regions into Russia following the results of the referendums held there. Martial law has been introduced in these four regions. In the DNR and LNR persist former structures of governments and parliaments, in which there are no Russian parties yet. May 29, Mr. Putin signed a law providing for the possibility of holding elections in territories where martial law is in effect.
