After the tragedy in Izhevsk, public figures took the initiative to introduce licensing for the purchase of blanked weapons. Recall that a resident of the city, Artem Kazantsev, who was registered with the PND, broke into school 88 and shot 17 people, including 11 children.

As Alexander Khaminsky, head of the Center for Law and Order in Moscow and the Moscow Region, explained to MK, social activists propose to make it impossible in principle to convert traumatic pistols to fire live ammunition, which Kazantsev did. “There are so-called blanks on free sale (they are also called stems or tubes), which are formally considered mass-dimensional mock-ups, souvenirs made of weapon steel and differ from real barrels only in the absence of a chamber. At the same time, special reamers are sold on the Internet, which allow turning a harmless blank into a battle barrel in one pass. Replacing the barrel in a traumatic pistol, which works on the principle of a short barrel stroke, takes a few seconds. And there are quite a lot of such models of weapons on the official market.”

Khaminsky also explained that the Izhevsk shooter, judging by the published photographs, used a weapon converted from a PM-shaped traumatic pistol. These models are distinguished by a rigidly fixed barrel and automation, which works on the principle of a free-wheeling shutter. The rebarrel of such a pistol requires elementary locksmith skills. Moreover, thousands of unregistered barrels are in circulation on the "black" market. Another source for rework is Makarov's blanked pistols. They are freely available and their purchase does not require a license. Despite the fact that from the spring of this, it is necessary to notify the Russian Guard about transactions with de-energized weapons, in fact, few people do this.

“In order to avoid a tragedy like the Izhevsk one in the future, it is necessary to prohibit any circulation of products from which the main parts of weapons can be obtained, introduce licensing for the purchase of blanked weapons, change the forensic requirements for weapons in such a way as to completely exclude the possibility of converting non-lethal weapons into combat ones. And, most importantly, to introduce legislative prohibitions in such a way that they have retroactive effect,” Khovansky added.
