27 state-owned companies decide to start "growing" suppliers from the SME sector in 2023

State-owned companies are showing increasing interest in the tool for growing their suppliers from among small and medium-sized businesses against the backdrop of foreign players leaving the market, a representative of the SME Corporation (KMSP) told Vedomosti. According to him, 27 companies with state participation plan to approve programs for the development of contractors this year. The largest of them are Alrosa, RusHydro, Transneft, Almaz-Antey, Rosseti (the full list is in the inset).

The use of the cultivation mechanism became possible after the adoption of amendments to the law “On the development of small and medium-sized businesses in the Russian Federation” last year. The tool assumes that state-owned companies can implement individual supplier development programs, including providing them with financial, legal, and methodological support. In addition, the amendments allowed organizations to enter into long-term offset contracts under 223-FZ (purchases of companies with state participation). Such contracts provide that the supplier invests his own or borrowed funds in production, and the customer undertakes to purchase products or services from him in a certain amount for several years.
